First, the French had to be convinced of the need to act, and the surest way to get French approval and German compliance was through a study, by a committee of experts, of Germany's capacity to pay.

Government would not be directly involved. There is an indistinct border between international finance and foreign policy. " Experts outside government were considered to be disinterested and in closer touch with the wishes of the people than government functionaries. Private citizens would take part in the investigation, but the United States would not incur any official responsibility.
